This gracious and subtle (I think) late Victorian dress front/bib/appliqué is in great condition apart from the small issues which I have shown in detail here. The sequins look like a mixture of gelatin and metal. The netting they are mounted in is sturdy.
My sense is that it was taken off an evening gown perhaps to be used on another gown.
